WASH in Schools: Building capacity in Vanuatu

The purpose of the IWC visit was to provide capacity development support to the Live and Learn WASH in Schools (WinS) officers to contribute towards improved program quality and more effective scaling up approaches. The two primary objectives were to support program quality at a school level and to consolidate approaches for reaching a scaled up number of schools. These objectives were identified following an internal review in February 2017 which highlighted a need to document the WinS approach and the range of trainings and tools being delivered to schools.

During the visit the IWC worked with the WinS officers and their partners to document current program processes and respond to issues as identified by the WinS officers.

Documenting the WinS approach

To support institutional and sectoral learning there is a need to document the process adopted and the range of trainings that have been delivered to schools. With the Live and Learn WinS officers the IWC mapped common milestone activities delivered with pilot schools on to a ‘road map’, these were used to identify and refine activities into six core phases of implementing the WinS program (figure 1). This draft road map was then further expanded to identify the critical steps that need to be implemented to effectively deliver outcomes in line with the WinS theory of change.

These six phases of the road map were mapped against the school calendar in Vanuatu framing an ‘ideal’ timeline for implementation against the school year. In practice it is often difficult to neatly sequence activities, and variations in the implementation of these activities does and should occur depending on the local context. It was recommended that this road map is used to frame the development of a WinS framework or ‘reference guide’ which can be used by program staff to guide the roll out of a program in scaled up schools. The draft road map reflects the process adopted in Vanuatu and the next phase will include further consultation with Live and Learn project teams to compare this with the process adopted by WinS officers in other program countries of the Solomon Islands, Papua New Guinea and Fiji. Outputs from these consultation will inform and refine the develop of WinS ‘reference guide.’
