Achieving water and environmental security in Peru

IWC recently hosted 16 Fellows from ANA, the National Water Authority of Peru, for a month-long training program under the Australian Leadership Awards Fellowships.

The program, Achieving water and environmental security in Peru through integrated river basin management, supported the ANA in developing their institutional capacity to achieve water and environmental security in Peru, in light of the country's complex water related challenges, such as:

  • poor institutional capacity
  • increasing water stress from climate change, population growth and economic development
  • deteriorating water quality
  • poor water efficiency
  • inequality in access to improved water services for domestic use.

The program helped the Fellows to increase technical understanding of a wide variety of water management issues, build capacity to engage with stakeholders, and support the development of Integrated River Basin Management (IRBM) plans for Peru.

"It was very dynamic," a participant said. "Travelling to different cities allowed us to learn much more about the reality of Australia's economy, society and environment."

The fellows participated in field trips where they gained an understanding of how to implement the innovative water management practices taught in the program. Sites they visited included:

  • PeruNorth Stradbroke Island (Brisbane)
  • Bulimba Creek Oxbow (Brisbane)
  • Wivenhoe Dam and Brisbane River (Brisbane)
  • Agriculture / irrigation sites (Rockhampton)
  • Grazing lands (Rockhampton)
  • Capricorn Coast (Rockhampton)
  • Mine sites (Emerald)
  • Murray Darling Basin related projects (Canberra)
  • Water Sensitive Urban Design sites (Melbourne)

"When we visited the sites, we really worked on solutions to problems we deal with every day," a participant said.

Another said, "The work I do is focused on public management - proposing new policies to improve the management of  environmental elements. I can apply this knowledge gained in Australia to this work."

Problem-based learning

A key component of course was problem-based learning, allowing fellows to work together in groups to reflect on lessons from lectures and field trips, and apply them to individual change projects in a peer-to-peer learning situation.

Individual change projects enabled the Fellows to identify specific challenges and opportunities for effecting change in water supply management practices and improving the specific issues they faced upon their return to Peru.

"I've seen here the future I'd like to see in Peru," a participant said. 'Clean rivers, people committed to the environment, work with children in schools ... This is what I want to do in Peru."
